Scotland handed power to give out free heroin

The Scottish Government is being handed powers to prescribe free heroin and cocaine to addicts, the Press and Journal can reveal.

From tomorrow, SNP ministers will be responsible for granting licences to specialist GPs to enable them to administer the drugs in special cases.

The transfer of power is part of the Scotland Bill.
