Scottish press should be controlled by regulator

The Scottish press should be controlled by a new regulator underpinned by law even if the media in the rest of the UK is not, according to an independent report.

A panel appointed by Alex Salmond to consider how Lord Leveson’s recommendation might apply in Scotland concluded a voluntary code was unlikely to work.

Last night opposition leaders blasted the report as an attempt to shackle the press.
