I'd quite like to see the course go ahead (although I'm not convinced it will be quite the benefit everyone seems to thnk), CPO's must not be given for this, it is not what they are for. If Trump wants the land so badly, he'll have to make the kind of offer that the owners will accept. A starting point would be to get more accurate valuations, and offer more than that. This may even be the place for him to learn that there are some things money can't buy.
