Of all the recent comments above, possibly the one in regard to imrpoved insulation is the most sensible. Government could legislate to ensure this happens, as The Scandanavian countries did. Around a decade ago, I replaced my sash windows with good quailty double glazing. My winter gas bills halved. Enough said.
