Interestingly Ron it is not just sovereign states which have funds, sub govs like the Canadian province of Alberta and the US's Alaska have their billion $ funds, from oil. In Alaska I believe the Government sends its citizens a cheque rather than the other was round. Your right Shetland did a few pence for every barrel of oil that passed through the island, over the decades it accumulated about £500 million with about £200 still left in the fund.
