Legal action could be taken amid concerns over the state of a north-east caravan park.
Issues have been reported with the water, electricity and “complex” sewage systems at Haughton House Holiday Park, near Alford.
The site is owned by Aberdeenshire Council but rented out to an independent operator, who is said to have defaulted on the payments.
Questions now remain regarding the future of the site and the local authority has begun taking legal advice from solicitors about the way forward.
Additionally, it has been the target of alleged criminal damage in recent weeks, prompting police to step up patrols in the area.
An Aberdeenshire Council spokesman said the local authority is working to support the caravan owners.
He added: “The Haughton House Caravan Park was leased to an operator in 2012.
“Although we have no direct involvement in the operation of the site, we are conducting checks to services to determine whether it is safe for static owners to occupy their caravans.
“We have been in touch with owners where we have contact details, however there are a few we have not been able to reach and they are welcome to contact our estates service.
“We are in the process of taking legal advice and therefore can offer no further comment at this time.”
Last week police said a 19-year-old man had been arrested and charged as part of an alleged break-in at the caravan park overnight between Saturday, August 1 and the following morning.
The teenager is due to appear at Aberdeen Sheriff Court at a later date.

“As part of our inquiries you will likely see an increase the number of uniformed and plain clothes police officers in the Alford area and additional patrols will be carried out during the evenings and early mornings to provide the community and businesses with some reassurance.”
