Highland Council has confirmed the closure of the Black Isle education centre and transfer of services for pupils with social, emotional and behavioural needs to an alternative venue of the former Killen Primary a few miles away.
Council officials have notified Scottish Government ministers of the decision.
Ministers eight weeks to decide if they will intervene by issuing a calling-in notice.
